Where is my DIY kit?

So after finally deciding to get into building coils I decide to order a DIY kit. Having said that I ordered my kit on September 4th and still haven't gotten it. I read the forums and it turns out this company has terrible customer service, but still sells one hell of a kit. I would like my kit and not have to open a dispute with PayPal. Order number is #6597 and tracking number is LS060943421CN but is useless.
TL:DR Give me the kit I payed for or PayPal dispute.

    We've contacted USPS,and they reply us that the package have been out for delivering at 30,Sep.

    But there's no one at home,so they take back the package.

    And you need to contact with them and take the package yourself.
